Europe arrived at COP30 with its homework done

Tuesday, 21 October 2025 · Source: Council of the European Union

The European Union does not negotiate climate policy on the hoof. It arrives with a mandate, in writing, agreed by all 27 member states.

On 21 October, the Council approved its conclusions on the EU’s preparations for COP30 in Belém, 10–21 November — the Union’s official negotiating position. The EU reaffirmed its Paris Agreement commitment to limiting global temperature rise to 1.5°C, and called for nationally determined contributions aligned with 1.5°C pathways, informed by the first global stocktake and the best available science.

The priorities are not vague, but rather a work programme: stronger global mitigation ambition, progress on adaptation goals, enhanced climate finance mobilisation — including scaling up finance to unlock $1.3 trillion by 2035 — and a faster energy transition, tripling renewable capacity and doubling energy-efficiency improvements by 2030.

“We must leave Belém with a clear path forward to keep 1.5 within reach,” said Lars Aagaard, Denmark’s minister for energy, climate and utilities. The next steps, he added, are the EU’s own NDC and the Climate Law.

Conclusion: the EU’s COP30 position is not a wish list, but rather a mandate — mandate, mitigation, money.
